If a response appears intelligent, part of that impression is that it seems to know things. So where does that knowledge come from?

First thoughts

I pictured a vast collection of facts. Somewhere it could look things up.

Or a giant book of rules and guidelines. Something it could follow.

But it turns out the answer isn't what you'd expect.
